A 31-year-old Minneapolis man was charged in the fatal Cretin Avenue crash that occurred Monday afternoon across from Anderson Student Center and O’Shaughnessy Stadium.

Devin Markus Chase was charged Wednesday in Ramsey County District Court with
car theft and two counts of criminal vehicular homicide.

Chase is accused in a criminal complaint of driving a stolen Nissan Rogue that crossed the centerline, colliding with a Nissan Altima shortly after 4 p.m. Monday. The driver of the other vehicle was uninjured, according to the complaint.

Randi Lee Stone, 30, of Minneapolis, who was a passenger in the Rogue, died at the scene.

According to the complaint:

Chase told police that he had been a passenger along with four other occupants in the Rogue. But investigators later noticed redness on Chase’s arms consistent with a steering wheel airbag being deployed.

Investigators met with Chase the following day, and he told them that the group purchased methamphetamine and heroin Monday morning and that they drove around all day smoking the drugs.

The Rogue that Chase occupied was reported stolen on Feb. 8; the vehicle had incorrect license plates at the time of the crash.

Chase told investigators he had been living out of the Rogue for about two weeks. He said he didn’t know where it came from but assumed the vehicle had been stolen. He denied knowing who stole the vehicle.

At the scene of the crash, witnesses told police that two women had fled from the passenger’s side of the Rogue.

Chase told medics at the scene that Stone’s sister had been driving the Rogue. The following day, he told investigators someone else had been driving.

Each criminal vehicular homicide count carries up to 10 years in prison; the car theft charge could result in up to five years.

Chase has three prior felony convictions for theft, second-degree burglary and domestic assault, and he faces two other felony charges.
